Yes he did supply free oil through Citgo to be used for people who could not afford heating oil. I saw a news shows about this and Citgo was the only oil company willing to do this. He supplied discounted oil through citco, but definitly not free. Hugo Chavez hates America and he hates George Bush. He would never do a charitable act for us, because he doesn't do charitable acts for his own people! The discounted oil was meant for a hit against Bush. I don't think it was free. I'm pretty sure it was discounted and only a small number of people benefited. Regardless, his motives weren't altruistic. They were political. He was thumbing his nose at the Bush administration.
Hugo Chavez knows how to exploit the poor to manipulate them into supporting him. That is how he won in venezuela.
